It looks as though the mannequin is located on some sort of track. The top half is missing. It could be seen as threatening, where is the other half of the woman, and was the other half strategically placed there?It could just nothing, or if interpreted another way, very threatening.

Someone likely stole a mannequin for whatever it was garnished with. One would imagine it easier in a smash and grab to carry the light plastic torso than to take the time to carefully disrobe the artificial model.

The looters actually were taking the garment on the mannequin when the legs disengaged upon making a hasty escape.
That's the cleanest "war-torn street" I've ever seen. For a naked woman severed in two by train, there's not any blood. Maybe that's why all the cops are there. Wow...what a mystery.

looks like someones idea of a joke to me. It wouldn't of been there in the 1st place if the Goverment would have left well enough alone. No wonder the people of Estonian were up set a monument is put up to give thanks and rememberence to the Red Army and now you want to just up and move it kind of defeats putting it up in the 1st place. The mannequin represents the people of Estonia, who are torn on an issue. The officers represent the potentially over powering government indicating that sometimes, the people are not important. The truth is, no matter which country is being written about or photographed, the people are too often an afterthought. Whether the photo was staged or not, the message is not.

I like this. These people, although there are many of them, don't seem to know what they are doing or looking for. With their sticks, they stand there, in the middle of the road no less, seeming to be unsure if it's even worth their time. They reminds me of drones, or robots. They all look the same, and don't seem to know where to be without specific intruction. All of this, of course, is amazingly ignorant of me to say. Sorry if it offends.
